Representatives of the Ministry of Finance came up with a proposal to increase targeted deductions for domestic bookmakers. The initiative was announced during a meeting of the Presidential Council for the Development of Sports and Physical Education. According to the developed plan, the rate will be raised gradually. As a result, by 2023 the share of deductions from revenue will increase from 1.5 to 2%. Residents from unfriendly countries will no longer be able to own a betting shop
The deputies want to ban residents from the list of unfriendly countries from being beneficiaries of bookmakers, casinos and other organizers of gambling. Consideration of the relevant draft law is scheduled for June 7. At the moment, the list of unfriendly countries includes 27 EU states and 21 other countries of the world, including Canada, the USA, Great Britain, and Japan. The initiative will affect a small number of companies, since recently many founders from a well-known list of countries have already left the bookmakers. New bookmakers join the fight for RPL sponsorship

Bookmakers propose to change the law about advertising and taxation
Proposals for market regulation in the Chamber of Commerce and Industry were presented by representatives of the domestic betting industry: «Association of Betting Offices» and the First SRO. Representatives of the SRO suggested:
- to expand the advertising opportunities of bookmakers by allowing the use of sportsmen's images in advertising;
- release the betting company from the function of a tax agent, transferring the responsibility for calculating and collecting tax deductions to the Federal Tax Service, as a result of which bookmakers will no longer withhold taxes from customers, and only “plus players” will pay taxes;
- in order to create a voluntary SRO, establish the concept of a minimum number of bookmaker members in percentage instead of a fixed number of 25 BC, as it is now.
The Russian Central Bank softened towards cryptocurrencies
The regulator has softened its attitude towards the use of cryptocurrencies. If earlier the Central Bank was categorically against their use as a means of payment, now the representatives of the regulator no longer object to the use of digital currencies in international transactions. According to Ksenia Yudaeva, First Deputy Chairman of the Central Bank, the regulator still believes that the circulation of cryptocurrencies within the country carries great risks for the population. However, the use of crypto in international settlements, as well as mining, is recognized by the Central Bank as acceptable measures in the current conditions of the economy.
Land-based betting shops bring only 9% of all target deductions
For the entire period of ERAI’s operation, from October 2021 to the present, less than 9% of targeted deductions have been received from the land-based segment of bookmakers in favor of the development of domestic sports. Thus, in the fourth quarter of 2021, land-based bookmaker betting shops earned revenue in the amount of 19.6 billion rubles. The amount of targeted deductions at the same time amounted to 3.43 billion rubles, of which 294 million rubles, or 8.57%, were withheld at betting shops. The first quarter of 2022 showed a similar result: 285 million rubles were withheld at betting shops, which accounted for 8.85% of the total target deductions of 3.219 billion rubles. The lack of dynamics and the low rate are explained by the fact that today land-based points are more like an advertising platform for bookmakers, and business is developing mainly in the online segment.
Roskomnadzor blocks VPN- services
According to the law on the sovereign Runet of Russia, Roskomnadzor is working to block anonymizers that help bypass established blocks and gain access to prohibited content. Blocking bypass tools are recognized as a threat, so work on blocking them is a priority for the RKN. More than 20 VPN services have already been sanctioned, including Proton VPN.
